Abstract: Aiming at the problems of weather clutter visibility measurement,based on the idea of "airplane flying in clear sky plus simulated motive clutter",the simulation model of motive weather clutter,which takes into consideration of the clutter magnitude,the Doppler shift,the spectrum extent and LFM,is discussed.One test project is given for a certain X-band height-finding radar.Flight test indicates that the project is feasible.
