Abstract: The work environment of the sky-wave over-the-horizon radar (OTHR) is complex, so the echo characteristic is also very complex. In order to distinguish the targets and track them effectively, it's the first to hold the target characteristic. So a valid method of analyzing the echo characteristic of the OTHR based on the original spectrum is proposed, and it can analyze the plot data, track data and the spectrum data synchronously, evaluate the fundus of the noise, the width of the clutter, and the covering rate. Thereby, we can hold the echo characteristic of OTHR effectively and validate the tracking process.
